Title: Restructuring of hospitals as a tool of the healthcare reform
Abstract:
This doctorate dissertation deals with hospitals restructuring treated as a process of modification, of becoming independent of public health care facilities, of accustoming and putting Restructuring Program into practice finally, in the meaning accepted in the act (Law on Wealth Care and Reorganization of Public Health Care Institutions). Process of adjusting hospitals to new economic realities through restructuring procedures is the subject of this work. The main objective is presentation of changes that occurred in the functioning of Polish hospitals at the time of healthcare sector reforms, analysis of activities undertaken on both national and regional level and their influence on hospitals. Another aim of this work is to systematize knowledge of various phases of restructuring characteristic of public health sector in Poland, to describe alternative restructuring instruments (sphere employment, finance, organizational, privatization) that were implemented by hospitals with tools facilitating this process (outsourcing, quality management, marketing operations); to discuss procedures leading to debt decrease of self-governing public health care institutions as suggested in Law on Public Help and Reorganization of Public Health Care Institutions. This doctorate thesis includes analysis of restructuring programs realized at both national and regional levels with the case s ; tudy of restructuring operations exemplified by chosen hospitals.
