Title: Evaluation of the use evidence-based public health in the development and implementation of selected community health policy programs

Abstract:

The aim of the thesis is to analyse and verify whether health policy programs implemented by local governmental units are developed and employed in accordance with evidence-based public health (EBPH principles). The study included the local governmental units, which developed health policy programs regarding immunization against influenza and/or pneumococcus in 2012 (37 programs) and 2014 (58 programs) and were assessed by Agency for Health Technology Assessment and Tariff System (AOTMiT). The thesis paper uses a method of analysis based on AOTMiT requirements for the documents in terms of their completeness, the analysis of documents with a modified European Quality Instrument for Health Promotion − Polish version (EQUIHP) as well as a questionnaire, which was conducted among decision-makers responsible for the analysed programs. On the basis of the studied dossier, it can be stated that cities and municipalities are the most active in the development of programs. The most frequent errors and irregularities were identified as follows: inappropriate and inconsistent with current evidence selection of the target population, imprecise description of the inclusion criteria for the program; lack of equal access to health services; lack/or inadequately estimated program budget; too broadly formulated objectives; lack of consideration /or incorrectly defined efficiency measures. T ; o sum up, it should be stated that there is a gap between availability of scientific data and their practical use in the process of developing health policy and knowledge about the basic principles of EBPH. There is no institution in Poland that would summarize current recommendations guidelines on prevention and interactive tools supporting decision-makers in the implementation of public health tasks.
