Title: Assessment of the legionellosis surveillance system in Poland
Abstract:
The aim of this study was to describe, analyze, and evaluate the legionellosis surveillance system in Poland from 2015 to 2018. To this end, data from 4 independent sources were analyzed and evaluated: 1) The System for Monitoring the Quality of Water for Human Consumption, 2) reports on the incidence of infectious diseases, infections, and poisonings, 3) data from NFZ, 4) data from survey questionnaires sent to physicians treating patients with legionellosis in selected hospitals in Poland. Moreover, the Guidelines for Evaluating Surveillance Systems developed by the Centers for Disease Control and Prevention (CDC) were used as part of the assessment of the surveillance system. The results of the overall assessment of the legionellosis surveillance in Poland with regard to the above CDC guidelines indicate that further maintenance of the surveillance system is justified; however, at the same time, it is necessary to take action to bring it closer to the assumed objectives. Thus, the following steps should be undertaken: 1) improvement of the system’s sensitivity by introducing connected registries of cases of illness or suspicion (which is facilitated by developed automation); 2) implementation of actions affecting the fulfillment of the obligation to report cases covered by the system; 3) increasing awareness of the disease among medical personnel, managers of public utility ; buildings, and ultimately, the general public. Only reliable and up-to-date data about the dangers will allow policy makers to arrive at good decisions in terms of rational prioritization, implementation of preventive measures, and adequate control measures.
