Title: Impact of health care reform on structure and working conditions of health care personnel

Abstract:

Goals: 1) Identyfication of the main changes in scope of structure and working conditions of health care personnel as results of implementation health care reform in Poland. 2) Analysis of the Government Support Programme for health care staff in years 1999-2001. Methods: 1) Analysis of statistical data from Ministry of Health concerning ralization of the Government Support Programme in 1999-2001. 2) Analysis of different sources concerning health care personnel in Poland, 3) Interview with the main actors of reforming process. Conclusions: There are different changes in employment of health care staff in Poland as results of implementation of health care reform. Legal regulations in area of working conditions become different (medical personnel, managers and others). Working conditions of health care staff were not improved after implementation of health care reform in Poland in 1999, and some of changes were negative for health care staff (e.g. staff reduction). In 1999 r. the Government Support Programme for health care personnel was implemented. According to statistical data from Ministry of Health in years 1999-2001 approximately 87.000 people were reducing in public health care system (part of them took to early retirement, part of them moved to private sector).
