 abstract={The aim of the work was to present an idea of a system which supports reimbursement procedures of hospital services within European Union. The work includes results of health systems analysis in selected countries of the EU. Detailed analysis was performed in regard to mechanisms operating in the systems, payment methods for hospital services, selected economic indicators and reporting principles, including coding schemes of diagnoses and procedures. The work presents conditions which should be fulfilled to allow the idea convert into practice, including EU regulations, organization aspects of national health systems, and solutions which are offered with use of the current information technology, in this regard. The work presents a number of tools and procedures, which are necessary to apply the conceptual frame into operation. This includes registries of coding systems, Common Terminology Set serving to map categories from different coding systems, European hospital minimal data set (eMBDS) and a mechanism of synchronization of national grupers. The work was summarized with discussion of perspectives for practical utilization of the idea in a context of regulation and policies of the European Commission and the Parliament.},
